Philippine Payment Methods - oDesk debit mastercard, Paypal, Moneybookers

I decided to put up a separate topic about what I think is most effective payment methods in the Philippines. Maraming experiences din yung ibang pinoys dito on fees and payments, so this information is not absolute (links and sources are provided for you to check, don't take my word for it) - please consider this as a guide.
Welcome naman ang ibang corrections or additions dito sa post na ito!
Of the five payment methods available here, pinoys based in the Philippines can use only four - Paypal, Moneybookers, Payoneer and wire transfer. If you have a bank account in the US, then ACH is the best - kasi libre ang withdrawal from oDesk.
So for the comparison:
- oDesk Mastercard powered by Payoneer: (check out the FEES link when you get to login to your Payoneer account)
oDesk to Payoneer withdrawal = $2 (deducted from oDesk balance)
first card loading/activation = $9.95 (deducted from Payoneer balance, some cards - like mine - have not encountered this deduction because of some promo during that time)
monthly maintenance fee = $3 when there are less than 2 transactions made in the previous month; otherwise the charge is only $1 (deducted from Payoneer balance)balance inquiry = FREE (tried with BPI, Metrobank, BDO, EastWestBank)
insufficient funds, withdrawal denied = $0.90 (avoid this!)(optional) immediate loading of funds to card within two hours = $3
(optional) cash withdrawal from Mastercard ATM (BDO, BPI etc) = $ 2.15 per successful withdrawal
(optional) purchase fees/taxes at any Mastercard Merchant = NO TAX/FEES DEDUCTED> National ID concerns: Government issued IDs are preferred such as SSS and PRC IDs. (see discussion below)
> NO NEED for a bank account, any Mastercard ATM can be used to withdraw funds
> go for ATMs with higher maximum withdrawal limit if you plan to withdraw a large amount of cash para hindi ka parati ma-charge ng $2.15 per withdrawal for separate batches of amounts - just ask the bank personnel, guard-in-charge or simply check the ATM machines for any posted notices
> go for Mastercard ATMs and merchants - look for the Mastercard logo that matches with the logo of your card
> walang isisingil ang kartero when you get the card through the mail. All fees will be charged when you get the card loaded with funds.
> you can use the card for purchasing (in Pesos) instead of withdrawing everything in cash, so you can avoid the $2.15 withdrawal fee charge and get to use the funds in the card until every dollar is consumed. Please transact with a Mastercard merchant. There are NO ADDITIONAL FEES and you just pay for the exact price of the merchandise. Na try ko na ito. Pang grocery, pang SM, pang Max!

> also you can use your Payoneer card to verify your Paypal account faster than using Unionbank EON card.
> always leave at least P500 in your Payoneer account to avoid "insufficient funds" message (which costs $0.90 per denied or unsuccessful transaction). TIP: Do a balance inquiry first (which is FREE) then withdraw cash less than P500 from the total amount.
- Paypal (charges apply to Personal Paypal accounts, different charges apply for Premium and Business accounts)
oDesk to Paypal = $1 (deducted from oDesk balance)
Paypal withdrawal to any Philippine local bank account = P50 for withdrawals less than P7,000; NONE if more than P7,000 (deducted from Paypal balance)
Paypal withdrawal to debit/credit card = $5 each withdrawal
local bank account remittances (inward electronic fund transfers, from Paypal, kapag ang pera ay i-re-receive ng banko at ipapasok sa bank account):
Unionbank bank account = FREE (naranasan ko ito)
Landbank bank account = FREE (asked bank personnel)
Metrobank bank account = FREE (asked bank personnel)
BDO Peso bank account = P200 (nagtanong ako sa BDO customer support)
I do not know with other banks, I heard BPI charges P150 (thanks to mdatu)
withdrawal at Unionbank ATM (applies only after third withdrawal onwards) = P10
withdrawal at non-Unionbank ATMs = P12> You can accept Paypal payments even if your Paypal account is unverified
> You can only withdraw cash from Paypal to a Philippine bank account if you have a Verified Paypal account
> you can verify your Paypal account by using Unionbank EON debit card, Payoneer and some Philippine credit cards (I haven't determined which credit cards work). Other ATM/debit cards do NOT work well with Paypal verification at this time.
> if you have an active Payoneer card and an unverified Paypal account - use your Payoneer card to verify your Paypal faster instead of using the Unionbank EON card.
> if you want a Unionbank EON account, you can apply at the bank, or at their website and claim the card later when it is delivered from the main office to your chosen bank.
> be ready with P350 for the annual fee of the Unionbank EON card plus P150 to P200 deposit for you to use it in verifying the Paypal account (just enough to cover $1.95 charge), it may take a week to get the card and additional 3 to 5 days (some people reportedly took a week or two to successfully claim their card) for you to call up their customer service for the Paypal EXPUSE no. Magdala ka na rin ng photocopy of two IDs. (fees table: http://www.unionbankph.com/content.asp?paramID=AMBNAPAAZZ)
> I always get my funds withdrawn from Paypal to Unionbank EON for only 3 business days (instead of the 5 to 7 days stated in Paypal site).
> the official Philippine bank codes to use are here: (magkapatid ang Ebay at Paypal) http://pages.ebay.ph/bankwithdrawal/bank_codes_ph.html
> one of the problems of Unionbank EON is being rejected by Paypal when getting it verified. I believe bug ito sa system ng Unionbank, so the workaround for this is to establish transaction history ang account - kahit isang transaction lang - one popular way of doing this is to do an over-the-counter deposit sa Unionbank EON account.
> Bonus TIP: If you have Smart Money card, use this to withdraw funds at BDO ATMs for free. Link your Unionbank bank account to your Smart Money account number. I find this better than hunting Unionbank ATMs because BDO ATMs are more common and usually have higher withdrawal limits. Transfer is immediate, make sure to have P2.50 airtime balance.
Di ko na try moneybookers, but I heard success and failure stories sa pag withdraw doon. You have to know the SWIFT codes for each bank - to be sure, call the bank hotlines. It is also possible that some incoming electronic fund transfer fees apply.
SWIFT CODES:
Unionbank (any branch) - UBPHPHMM (provided by UBP customer support)
BDO (any branch) - BNORPHMM (provided by BDO customer support)
Landbank (any branch) - TLBPPHMMXXX (listed on website https://www.landbank.com/faq.asp)
And if all else fails - merong direct deposit by wire transfer, but you have to pay $30 pag na withdraw from oDesk, which is quite expensive. This does not count the other fees na dadaanan pa ng pera mo as it reaches the bank, at baka magkaroon pa ng inward electronic fund transfer fees, like dun sa BDO.
So I Recommend....
For me, I like both Paypal and Payoneer payment methods, Paypal pipiliin ko pag hindi ako nagmamadali and it involves a huge amount of money at ilalagay sa bank account (that is, in my Unionbank account). If I need immediate cash then Payoneer ang gagamitin ko - cash or card payments. If there is a problem with the first two methods, then I still have Moneybookers left. I don't think I will be able to use the expensive wire transfer at all.

In-edit ko pa hehe. I want to post information as accurate as possible with all the links and sources. Instead of having new pinoy members asking repeatedly about the payment methods, I thought of having this post, and then i-link na lang sa comments whenever someone asks about these payments.
Wala talaga akong $9.95 na nabawas sa akin when I first loaded the card. I was expecting to pay that amount. Instead I was charged with $3 for having no transactions the previous month (I asked Payoneer support about the $3 charge).

October 2007 ako nag member ng oDesk. Nag apply din ako ng Payoneer card during that time. Yung first loading ng card ko is only around February 2008, a month after naging active ako sa oDesk with all the job applications - and jobs.

hi there..i just applied for ODesk debit card. friend ko received hers after a month..so more or less ganon dn cgro..sana di more than a month..
I already have money bookers. Do you know their withdrawal fee & BDO as well?
I also have a Paypal account but no credit card to verify it. I have a BDO ATM debit card. Kaka add ko lng ng bank info ko, will I be able to withdraw funds through Paypal?

Buti po sa iyo hindi nacharge ng activation fee sa payoneer... sa akin $15 yata agad nung una kong load, $9 acti fee, 3 for monthly maintenance at another 3 for immediate loading (atat pa ako nun...)
Anyways... malaking tulong po itong comparison for future reference at pag nag-introduce ako ng oDesk sa mga kaibigan.

So which account type is best for you?

receive are not charged a fee.
If, however, you are receiving regular payments from other people,
especially those who use credit or debit card, a Business or Premier
account may be best. An advantage would be the unlimited number of
times you can receive debit or credit card payments but a big
disadvantage is that all your receiving transactions are charged a fee.
If you run a business and use Paypal to receive payments, a Business or
Premier account is absolutely necessary.

Thanks a lot! I think putting up an entire post that is loaded with all the details is a lot better than having to answer each newbie Filipino inquiry about payments in the Philippines. I can just simply link to this topic to have a brief idea (and even share) their experiences on receiving these payments. Others can also use this link too.
If you notice the language we use here is quite a mix of English and Filipino expressions - which is jokingly expressed as the TAGLISH. I think some Filipino (Pinoy) providers and buyers here would agree that it keeps other newbie Filipinos to "feel at home" here in oDesk, that is why we like to keep our TAGLISH language intact.
What is great here is that you can understand bits of TAGLISH language that is written here. But of course, we can be able to talk in pure native Filipino language, but I think it is not fair with other non-Filipino providers here.
This has become an unspoken rule for us so far.

i found that the exchange rates from $ to peso ay mas mataas ang bigay ng pioneer than the local bank. so net na na r receive ko is higher in peso amount kapag payoneer ang ginamit ko compared sa local atm account ko na chinabank. last month, i tried withdrawing P10k using payoneer and 10k using chinabank atm on the same day. when i computed, mas mataas ang palitan sa payoneer.

Thanks! I found so many Filipinos asking about this in the forums, so I made this great info, instead of posting out information repeatedly. This was where I started my blog too.
Since then I've always seen it referenced when a Pinoy gets to ask about this info.
Nice info about the exchange rate between Chinabank and Payoneer. There might be some cash advance charges that is associated with your withdrawal from Chinabank. I don't really know if Chinabank credit cards are associated with VISA.

Right! You get charges when there are funds loaded in your card! I got charge $3 the first time... for others they experienced around $9 activation fee (which is wala sa akin dahil may promo sila noon)
Monthly maintenance is $3 or $1 which will depend on the number of transactions that you have with the card. $1 lang sa akin because I get to use it to pay at the grocery counter, restaurant and so on.

I am also a newbie, I started last may so far i already got 4 assignments, right now i have telemarketing job which is hourly, Im very excited to recieved my first money kaya lang I still have a lot of questions about widrawing funds. I think i wouldlike to try the EON at union bank, i tried to go to the link that is provided here yung online application kaya lng hindi avaiable, page cannot be displayed daw... help nmn po regarding that... hope to hear from you soon... pwde ba mag post dito ng contact number? or bka iblock ng mods?

Galing lang ako sa Unionbank site, but right now di available ang online application - ina-upgrade pa lang, so they suggest that you go directly to the bank... http://www.unionbankph.com/content.asp-paramID=AMBKABZZZZ.htm
Naabutan ko pa ang online application noon - so far, they are the only local Phil bank to do this. Very quick and convenient naman ang application and I do not need to rush sa 3pm closing nung bank.
Nasa blog ko about more about the Paypal and Payoneer, two payment methods that I really like.

I will visit your blog then, ikaw how do you widraw funds? help me nman give me the step by step instructions, me and my husband has a joint account in UCPB kaya lng im afraid na bka pag nag tranfer ako ng fund directly to our account d pumasok unlike what I've heard about EON sa union bank which is really good daw... kaya lang i still have to apply for an eon bank account for that process.... hayyy need help tlga....

Paypal and Payoneer are the best options, yung Paypal kailangang verified before you get to withdraw funds. You can get your Paypal verified using credit card (I do not know which Philippine based credit card works), Payoneer card (kung meron ka na) or Unionbank EON card (the only Philippine debit card that works with the verification, but I do not know with the UPCB card).
Anyway once that your Paypal is verified, lahat ng banks dito sa Philippines pwedeng tumanggap ng transfer - basta may bank code - you get the proper bank code dito sa Ebay.ph page. Preferred ko lang rin kasi bagsakan ang Unionbank account kasi wala akong binabayaran na EFT galing sa Paypal, unlike sa BDO at BPI. Besides, ang transfer ng funds from Paypal to Unionbank is typically three days lang.
Yung Payoneer, you need to wait the card for a month, but you can already start working for jobs; I got mine for free.

Got my withdrawal through paypal then HSBC Credit Card. Mabilis, took only 5 days. Friend ko here, sa EON, medyo matagal daw.
Payooner card ko, until now, wala pa..nevermind..mahal yun e..

i managed to find a metrobank near those BPI ATMs, that finally let me withdraw my money, so i'll probably stick with that one from now on... although meron pang malapit din na BDO dun, so i might try that too, just so i have an alternative.

Hi, just wanna know, i tried using payoneer sa landamark trinoma and was expecting na ganyan nga ang gagawin ng cashier, i got around 9 dollars sa card and i purchased a little over that value, decline daw ang card and that they don't allow na magdadagdag ka na lang sa kulang coz they treat daw yung mga ganitong card as credit card. I ended up paying for the whole bill in cash. I haven't tried it sa SM or any establishment, ganun ba talaga? Thanks

yup ganyan din nangyari sakin... declined daw sa card sabi ng cashier, so binayad ko na lang in full... kulang na kasi laman nya compared sa price ng purchase, wala naman nabawas sa laman ng card nung swipe nya

I'm now having a horror story in using the MONEYBOOKERS. The thing is, I have already verified my account through Address verification since October and was able to withdraw my funds with ease to my BPI bank, but this MAY, I was again asked for additional verification through:
Bank Verification or Credit/Debit Card. They don't accept Payoneer, and EON card will not work if the currency is in PESO. So, I show them my online bank statement and now they are asking for a primary ID which is (passport or driver's license), being a recent graduate, Student ID lang meron ako, so now, I'll be applying for POSTAL ID, then NBI ID so I can have valid IDs when applying for PASSPORT.
So Ngaun, Magaaply ako ng passport at send sa kanila, para daw ma manual-verify nla ang account ko.

I'm now having a horror story in using the MONEYBOOKERS. The thing is, I have already verified my account through Address verification since October and was able to withdraw my funds with ease to my BPI bank, but this MAY, I was again asked for additional verification through:
Bank Verification or Credit/Debit Card. They don't accept Payoneer, and EON card will not work if the currency is in PESO. So, I show them my online bank statement and now they are asking for a primary ID which is (passport or driver's license), being a recent graduate, Student ID lang meron ako, so now, I'll be applying for POSTAL ID, then NBI ID so I can have valid IDs when applying for PASSPORT.
So Ngaun, Magaaply ako ng passport at send sa kanila, para daw ma manual-verify nla ang account ko.

Yup.. some Pinoys noted that withdrawal from Moneybookers takes quite a longer time than Paypal or Payoneer. Besides, as I was doing research, mas magastos pa ang Moneybookers kaysa sa Paypal, so this becomes a third option for me.
May horror stories ng Moneybookers din dito sa forums but that was a long time ago, but I hope nag improve na ang service nila with regards sa delays or di nakukuhang funds.
To withdraw money from Paypal in the Philippines, you need to get your Paypal account verified. You can use Payoneer card for verification, if you have that card already too. I recommend getting your Paypal funds withdrawn in Unionbank EON account - walang EFT charge unlike BPI and BDO (costs P200 to P250). There are other fees to look into.
Payoneer could take up to one month to claim the card. It's free. Once that you have it... enjoy using it. I think the long wait for the card is worth it than what Moneybookers requires you to do.
Maybe this year pwede na ang Paypal to Payoneer transfer. Kasama ako sa pilot program nila ngayon and I really like that arrangement - mas mabilis ko nakukuha ang funds.
Just go for both Paypal and Payoneer, but keep your Moneybookers handy just in case.

WOW.. its nice to know na napakaraming payment methods na ngayon compare when i started here in oDesk. Moneybookers lang kasi ang available that time. Though, i experienced lot of horrifying verifications from Moneybookers but i stayed because comfortable na rin ako. BPI charged $6.50 per transaction. it cost me total of about $10 per wthdrawal -from oDesk to BPI . and since every month lang ako nagtatransfer - from MB to BPI dollar acct , so hindi masyado mahal.

Right now Paypal is the cheapest - I could withdraw each week, but the fastest and flexible is Payoneer (pwedeng oras lang).
Buti na lang di ko try Moneybookers, but I still keep that payment method just in case.

I have a friend who's working also online, never siya nagkaroon ng problem re: payment. Her employer enrolled in xoom.com, mas mura daw dito kaysa paypal nakukuha niya ang money niya sa BDO in dollar amount without any charges. pag peso, pwede din daw makuha sa Western Union and Cebuana L. all you need is the tracking number lang

Dati rin akong kumukuha ng payments from a US client (not from oDesk) via XOOM, pero I told him to switch to Paypal noong naverify ang Paypal account ko. Noon kasi I need to accumulate $100 before I could get to withdraw the payments - kasi may bayad ang remittance na yun ($8 for non-US at around $4 [if I remember it right] for US remittances). Pero yan is, wala akong dollar account sa BDO, so merong remittance charge.
But to open a dollar account sa BDO, you need a maintaining balance of $200 - malaki na rin yun na naka stuck lang sa banko at di napapakinabangan.
With Paypal, buo earnings nasa account ko, I just have to spend P50 kung decide ko withdraw ang earnings sa bank account sa Philippines (sa Unionbank free ang pag receive ng fund transfers ng Paypal; but BDO charges P200 for these incoming funds).
Ang maganda sa Paypal is yung micropayment capability nun - you get funds as low as less than $10 compared sa XOOM na it is mas practical ipunin ang funds.
Yup tracking number lang ang kailangan, pinaka convenient kunin sa SM Forex, kasi hanggang gabi pa sila (around 8 to 830PM) open pa to receive funds compared to Cebuana L at BDO and others. Mukhang mas mababa rin ang palitan nito as compared to Paypal and Payoneer.
And one thing that I really like sa XOOM is mabilis, pero ganun din sa Payoneer (with same or less charges as that of xoom).

ng walang bawas a. Hmmm... teka, meron ngapalang fee.Napansin ko lang, malaki na ang kinakaltas ng BDO tuwing magwiwithdraw ako (around P200). Dati-rati e halos di ko maramdaman yung deduction nila, kung meron man. Narealize na siguro nila na maraming may international debit card kaya they have started implementing yung withdrawal fee?? Tama ba ang hinala ko??

Di ko rin masabi kung bakit may incoming EFT charge ang BDO at BPI pag dumarating ang Paypal funds. Walang charge sa Unionbank at Metrobank.
Kung payoneer ATM withdrawal, dati nang may kaltas ito. $2.15 per withdrawal. Di ko pa check ngayon kung nagbago na sila ng fees.

Hi. I have called up some banks here in Manila.
BPI - doesn't receive remittances from Paypal. Not yet affiliated pa daw.
BDO - I have a BDO account but the bank still is not connected with Paypal.
Landbank - lalong hindi.
Unionbank - this is the only bank that can receive funds from Paypal via their EON Cyberaccount. I'll shall open an account there this week
Question: Tumatanggap din ba ang western union or Cebuana Lhuillier ng paypal? Is there truth behind this?

The customer service reps of the banks are not familiar with Paypal or they're acting dumb because if Filipinos would rather use Paypal than using their remittance service that has excessive fees, that would dent their income right?
Cashouts from Paypal ARE NOT remittances. It's similar to a bank to bank transfer since Paypal is not a bank.

I asked with our remittance, customer service and marketing support about paypal to our bank accounts transfer, accoording to remittance, they are working it out sa paypal. The Philippine Bank Codes daw is data paypal managed to compile. Paypal would verify the bank account daw pero when you transfer, hinde na matrace yung pera kung nasan or you will request paypal to have it returned I guess for another fee. I sent an email to paypal support about this and I am waiting for a reply. Yung bank namin wala sa list dito ng mga nakapagtransact na though yung bank account ko was verified na pero no 250.00 was charged (intindi ko lang is thery will charge the fee to verify the account like sa credit card). Sa site ni GEM, may nagcomment na ok daw yung PNB nya....then sa ebay forums may nkita ako na ok din ang hsbc bank account. Ano ba talaga situation?

Pero merong mga currency spread ang dalawang sites, so expect a lower value of peso to the dollar exchange rate. (Mukhang mas mataas pa ang exchange nila compared sa local banks).
By the way may charge ang incoming fund transfer ng BDO at BPI ... better go with Unionbank, Landbank and Metrobank - mas buo ang makukuha niyo from Paypal (minus P50 only for less than P7,000 withdrawals, then wala ng incoming charges pag na-receive ng bank).

This is a great thread indeed! Very informative...Thanks to you gbaltazar! My question is this, kailangan ba on a weekly basis ung pagwi-withdraw ko ng money from oDesk. Or is it ok to keep my money first in my oDesk account in for example about a month bago ko i-transfer sa paypal or payoneer account ko, Sayang din kasi yung $1/$2 charges e. I would like to minimize the charges sana by keeping the money first and then withdraw it kung kailangan ko na.
I also have a question regarding my payoneer account. I activated it last July (1st week). Is my maintenance fee in effect already even if I have not used the card yet? So pag nag-transfer ako ng money from odesk by September, the charges would be the ff:
odesk to payoneer = $2.00
payoneer activation fee = $9.95
monthly maintenance fee = $6.00 (July & August)
Total : $17.95
Am i correct?

It's okay to keep the money in your oDesk account then withdraw it later.
I also got charged with the maintenance fee even if I was not able to for the previous month. $3 din yun and I asked the Payoneer live support about it.
Swerte lang ako di ako covered ng payoneer activation fee, because when I got the card last year Payoneer had some promo where they waived the activation fee.

i just read the info posted above today and was a bit suprised that BDO charges p200 per transfer? yikes! i have been using paypal to BDO ever since and have not noticed this. i was thinking that if i remit an amount more than 7,000 Php, no charge will be deducted. thanks for letting me know.

I just would like to correct you though, BPI only charges P150 and not P250.

Thanks. I was not sure about the amount, but one thing that I'm sure is that BPI and BDO puts down charges on EFT. I'll try verifying this with the bank and update the thread posted here.
