dont know how to assign job arrange payment

I am new to O desk. I have chosen a good candidate to redesign my website. however, I have found a bick wall in Odesk as to how to assign this job to my candidate, and arrange for his payment. Is this so complicated? Is this NOT what odesk is being compesated to do? The help desk seems to be a closed loop redirecting me to the same information that I was unable to act upon in the first place

You don't say what problem you've run into, so I'm guessing you're having trouble making the hire.
You need to hire the candidate from your list of candidates. That's in My oDesk -> Hire -> My Posted Jobs. Click on the correct job. Select the candidate. Press Hire. Directions here.
If the job is hourly, you'll be billed weekly for the hours logged. If the job is fixed price, it's up to you to decide if when and how much to pay. Fixed price payment directions here.
If you're still having problems, please tell me specifically what's happening preventing you from moving forward.
