hi there, i am based in phils and i'd like to know if it's ok to use smartmoney which is a mastercard to receive my pay via moneybookers?

I have not tried moneybookers but I got an account with them which I check from time to time (it is my third option for withdrawal, the other two are Payoneer and Paypal)
It could be difficult for you to get your SmartMoney account working. The first issue that you will encounter is the random verification fee that will be deducted from your card. We use different currencies (US dollars vs pesos) so you might not figure out the exact amount the moneybookers deducted from your SmartMoney account. I've tried to verify my Unionbank account and I was not successful even when I called the bank's customer support - I could not figure out the exact amount that Moneybookers deducted from my card.
Usually providers who withdraw using Moneybookers use their bank accounts - as said by Ms. Olga - it should be tied up with the right SWIFT code which varies with every bank and branch. Although SmartMoney gets into a virtual BDO bank account, I do not think it would work. The common practice that I've heard from many providers is that they simply get it into their bank accounts - rather than getting the funds into the card.
I got some SWIFT codes here (just at the bottom of the thread)- if you have to use Moneybookers to get your funds out. 

Moneybookers requires a bank
Moneybookers requires a bank account to transfer money to. If your smartmoney card is tied to a bank account with a SWIFT code (please check at your back), it may work.
But I'll leave this for Ppino members to comment on as they may have had first hand experience with the smartcard.
