cant create the provider company

The reason that the provider company team cannot be created is due to the fact that you still have active candidacies. The error message (complaining about active assignments) is a little confusing. It meant that you have either active assignment or candidacy. We will correct the message shortly. 

 So, a workaround is to create a company with option "Decide Later" in which case you should be able to create it successfully. After you create the new company, go to the "Team Admin" tab and do the following 2 things:

 (1) Turn on the "Staffing Manager" option for yourself so that you can manage the future contractors in the company

(2) Click on the "Edit" button under "Affiliated Contractor" column and select "Make Non-Exclusive" to make yourself a non-exclusive contractor to the company. This way, you can apply jobs under this new company while still retaining your existing candidacies as an freelancer.

(Note: Once all your freelance candidacies (also assignments if any) go away, you can then make yourself to be exclusive. But I think in your case, exclusive and non-exclusive will not make much difference because most likely you will be affiliated with your own team only.)
