need help in starting website for webstore

the webstore will b for selling multimedia. it shld inclde live streaming,chats,messaging,news. The target audience will b able to upload their photos,videos. do u think i require to hav a server for this type of business. can i use ma laptop at home to conduct ma business? hw much do u think i will b able to save and start the bzness with webdesigning, hosting etc.
