It would be nice if a buyer could have an option to write down his/her expected hourly rate from providers while posting the job.

Of course, they would. They would even put minimum possible hourly rate desired in there. So let's not implement this feature. There are enough of freelancers from countries with emerging economics who already dumped the hourly rates for some project types to outrageously low amounts. Let's not make these hourly rates equal to cents per hour, as many of buyers will gladly put as their desired budget hourly rate offer.
