I posted my First project here on oDesk and I received a bid from a US contractor offering to work for less than minimum wage.
Is it legal for me to hire her for less than
minimum wage? Not sure on the laws of contracting.

Yes, it's legal because you are not hiring a W-2 employee, you're hiring an independent contractor.
