If a provider updates details after you have already submitted a bid, do you need to end the candidacy and then re-submit the bid because now they want a sample attached and I can't see where you can attach something after you have already bidded.

I think you mean if the buyer updates the job details... but my answer is the same if you mean something about you the provider has been updated.
Unfortunately, the answer is no you should not end your candidacy because you will not be able to reapply to add an attachment. You also cannot add an attachment to an open candidacy. It is possible to post to the job message board and add an attachment there. Just be aware that the message board is visible to all other candidates (and anyone else who can view the job post).
Of course, if you have interview status, it would be best to email the attachment directly to the buyer.
