Which Tools/Apps to Use?

I need to rewrite an application (currently prototyped in MS Access) with the intent to license and market the application.
The app has broad appeal to midsize and large corporations as it enables them to effectively manage their critical data center resources.
Which tools/apps should be used to rewrite the app such that it can be licensed, marketable, supportable and scalable? And Why?
