Payoneer Problems

I applied for a Payoneer account when I first signed up for odesk and it was delivered to me a month ago.

However, my card was stolen and I had to have it deactivated. Payoneer told me that inorder to have a replacement, i needed to pay $10.00 but since i have only started working in oDesk, I cannot afford the 10 dollar charge so I opted to cancel my account in the hopes that I can apply for a new one later. Now, I am trying to do just that -- to reapply for a Payoneer account however, I am having trouble doing so.

Everytime I go to Billing and Payments and click the 'Go to Payoneer' link in the Payment method, it redirects me to a page where I have to input my account information, i.e. username and password. But I no longer have an account and would want to create a new one.

How can I accomplish this?

I am really confused.

If anybody can help, I would really appreciate it.
