Dear Help Desk,
Let me be sure I understand this- a buyer cannot set the hourly rate. That is set by the provider. So if a provider and buyer agree to different hourly rate than the one posted in the provider's profile, the provider needs to go in and change the rate so it will be the one agreed upon? YES/NO???
Can a provider change the rate just for one job, or does it then change for all?
I can't find this clearly stated anywhere.

Rates are given on every single job application individually - and always specified by the provider. They have absolutely nothing to do with the displayed 'profile rate'. Although most providers do apply at that rate, it isn't automatic.
Note - there are exceptions, like when an affiliated contractor applies for a job instead of the staffing manger. But the rate can still be changed even after the job application is submitted.

So the basic answer is the provider needs to change the hourly rate on their end in order for it reflect in the hire area.
Example- provider has rate currently set at $4/hour, but agrees to $3.50/hour; then s/he need to change it before buyer hires for that assignment- otherwise the hourly rate remains $4/hour and the buyer cannot modify that after hiring.

You understand correctly.
Here is the additional information. The buyer can not *lower* the rate after hiring. He/she could give a rise, though. In the same way, the provider can not rise the rate after the hire.

Why is there not a minimum rate that freelancers and companies can charge that is at least set at minimum wage? Too many jobs are listed at considerably less than minimum wage. How can someone agree to $2.00 or less for data entry?? That's like slave labor. Minimum wage is at least $7.50/hr I live in California and could not possibly live on $2.00/hr. If freelancers are permitted to charge such low fees, of course companies will accept the lowest rate submitted.
