I do not think you should lower your rate. You can always change it to whatever you want on each job you apply for. I suggest you keep applying for jobs and in your cover letter you may want to attach some sample test scripts or something like that. make your cover letter specific to their requests.
I think your profile looks great but do not wait for buyers to find you, there are too many profiles for them to wade through. Be aggressive going after jobs. Good testers are not easy to find and as a developer I have grown to appreciate that extra pair of eyes that is much needed when testing my applications.

Why would you want to lower your rate (at least temporarily)? I have a friend who was working at $5 in software testing jobs. He got around 5 jobs within a month of joining in oDesk. In an assignment, he got a negative feedback that was enough for buyers to reject him in further jobs he applied. He didn't try to improve his skillset either. Ultimately, he failed and is searching a job at the moment.
Your profile does seem good. There is no point in lowering the rates just because someone like my friend charges (or charged) one-third of what you currently charge. Do look at others in the same field as yours and see how they charge and why they keep charging more and more! Have faith and keep trying!
