If the provider's profile is public, you can find it by using their user ID in a provider keyword search (the box at the top right will work fine). However, the provider's user ID won't be shown anywhere on their profile, so you ought to have their name to confirm it's the right person.
Note that you won't be able to find them if you're not a buyer and they have it set so only buyers can search for them, or they're set to private. Also, you can get multiple results if the user ID matches other users (a search for "userABC" would also return "userABCD").
Generally speaking, if you know their ID, you're in contact with the
person and should just ask them for their profile permalink to avoid
this searching bit altogether.
I'm sorry, I misunderstood. I thought you meant the user ID (like nsonin), not the number kind.
I'll check with the managers, but to my knowledge, those can't be used for provider searches - they're identifiers from the back-end database. There was talk of removing them from the work history at one point, but users liked being able to tell if multiple assignments were with the same person.
However, if the job is public, you can click the title to see the details and who worked the job, including a link to their profile.

Doesn't work at all. I'm trying to find my own profile by it's ID (26501) and can't see it. This ID was taken from http://www.odesk.com/jobs/Need-Perl-Script-Converted-net_~~98236d869ecbcf54 and I'm 100% sure that this job was assigned to me.
