Why does a job listing turn turn black, with no active link, instead of blue with an active link?

I was wondering why certain job postings turn black, while others stay blue with an active listing. What does this mean?

I'm pretty sure this is because some job posts are public and others are private. Where are you talking about the postings 'turning black'? The only place I can think of this happening is on your provider profile.
