Looking for someone that can create a the following website to be used by both mobile and pc.

Main category of all state in the United States

Sub Category has all cities based off the state selected above. Administrator will be able to add additional cities. Request a city link will be needed to email the admin.

Sub category - Users have the ability to add a sub category off the city category above (25 char max). After a user enters or selects the sub category it will be allowed to be selected by all users from that point on. Users can also attach a picture to their post.

Based off the last sub category users can post comments (like twitter) and have the option to select three drop-downs. I

All user comments mentioned above only have a 72 hour window of staying on the site. After 72 hours they will automatically be deleted.

All categories are to be in alphabetical order.

Main page will have the 20 most recent posts - begining of each post contains category-sub category and the first 50 characters. When clicking the post, you can read the entire thing (similar to craigslist).

Users can click through the three sub categories and see the posts for each in order by most recent. As each sub category is selected the posts are narrowed by what is clicked.
