I hired a company through Elance who did a great job the first 60 days at getting the site up and functioning in Beta then after receiving a majority of the pay abandoned the project (without notifying us) in search of other projects to start. 

We need the site completed as fast as possible. All the repairs have functioned at one time or another in the process of building the site so it is a matter of debugging rather than creating. 

Here are the issues:

The site is a video website similar to YouTube but with the option of having pay to view videos which earn commission to the person who posts the videos as well as anyone in their MLM commission upline team.

The current primary issues are:

1. Payment system gives credit whether the credit card is authorized or declined. Also need payment system activated.
2. Data export in a format that will integrate with Quickbooks is not available.
3. Commissions earned to the MLM commission pyramid.
4. Proper advancement for recruitment and commissions earned. (Example: when you find 3 other people to join as Partners and you earn 50 viewing credit commissions you are promoted to next level of commission earnings)
5. Flagged videos should immediately be removed, and an email for review sent to admin. Currently it flags in admin and sends the video poster an email.
6. Referral system cleaned up. Some functionality incorrect.
7. The "credit bank" is backwards. Earned commissions are the only commissions currently allowed to use toward viewing credits. It should be "viewing credits" that are used (the ones that are purchased) and the ability to transfer "earned commission credits" into viewer credits to watch videos should be available.
8. Contests aren't set up correct. No way to vote or see current status.
9. Subscriptions - Monthly pay subscriptions with auto processing
10. Video's free "tease" period limited to 30 seconds, should be set by uploader.
11. Advancement system does not calculate based on a monthly period.
12. Category sorting is very slow.

Additional functionality not implemented but quote requested:

1. Webcams with payment system
2. Tipping (allowing users to pay a bonus on a video)

Examples of the commission and Ranking/Promotion structure are available upon request.
