Goal: Sole individual to act in role as my internal like project manager to oversee an outsourced development team chosen by the Business owner to be on a part-time advisory and monitoring basis.

1: to monitor programmer activities versus expectations.

2: to help predetermine what the least and the most is to be required to make the modules and website functional with the goal of getting most if not all the project done, tested and uploaded as a working website.

3: Setting up and or advising owner on best methods of monitoring progress including the "dead" times when no reports occur as expected and figure out why these happen and how to keep the programming work on going.  Possible independent testing of certain milestones prior to owner having to make payment to the developer.

4:  Confirming and verifying the code, use cases, and other documentation for completeness and accuracy and proper methodologies as considered standard or higher in the programming industry.  

5:  Creation of SLA that can on the fly but reasonably not interfere with the developers but help to monitor and automatically report on efforts, results, issues, non working times.  Help the developer with getting the project done but with in the goals and intentions and best interests of the business owner.  You would be in contact with a Director or Analyst at the other company and the Owner of the business also.  

6:   Ability to create self-healing preventative measures and scenarios to minimize the need for interference and before such interference is necessary.

Ability to understand programmers with Indian accents.  Ability to work flexible hours and preferable part time and as needed.  Must keep under a set budget on a month to month, week to week basis.  Ability to comment on and modify Use Cases per conversations with  Developer's Client.  Use of MSN Chat, Email, ftp, signing of NDA and 1099.   May be a Student completing a Master or PhD program in Computer Sciences but with a business backgroung in one of the following:  Logistics, Shipping and Recieving, Retail and Wholesale stores, Auctions, or similar experiences.  If student must have at least a 3.5 GPA from a highly rated Indian, UK or US program or college and verifiable and if now working at least 3 references in USA or Canada for independent companies worked for for similar issues.
Must keep under $15.00 per hour or less as this project has been with several developers already and needs to be finished ASAP.  Might be asked to do independent site testing for bugs and performance issues.

Improving documentation where it is most needed, and if that is what is causing the issue, and would have the best results occur faster and better.

Basic Need:  
Monitoring for the Owner a Separate Different Company as needed.  Must have specific business knowledge or experience at the MBA level or higher or worked in the industry(s) such as:  Logistics, Shipping and Recieving, VAT, Border Importation and Exportation, website Security verfication, Retail and or Wholesale business methods, Auctions knowledge for at least 6 or more years.
