This is a very large project so please read over in detail what all needs to be done.  We would like this project done in PHP and MySQL as that is what we know so it would make it easier in the future to modify or update.

Please read over all the details thoroughly.

Project Overview

Create the neccessary databases, user accounts
tables, initial vendor information tables, database
relationships.

Create a quote form for new equipment and
select what information the vendors will be
allowed to fill in.

Develop functionality that allows admin to edit any
of the quote forms and update any information,
admin will also be able to close the quote request
so that no one can enter any more information.

Create functionality that allows data export all
the information submitted by vendor.  Also develope
the functionality to export on one row of data 
instead of all vendor data.

Allow the admin to upload multiple files at one
time which then show up on the vendor quote form
for the vendors to look at. (note: I've used
Jumploader in the past to do this but you can
use whatever programming you want to use in order to
do this)

Create functionality that allows the vendor to be
able to fill out a form with information specified
from the administrator.


Project Details:

Administration Area 
(To be designed for use by Admin) 

Administration Login: 
Normal Login form

Create Quote Form: 
Create a quote form for new equipment that allows admin to select what information the vendors will be allowed to fill in. The admin will also be able to upload a fiile/image so that the vendors will see the equipment piece on the quote form when they are filling it out. When admin has finished creating the quote form, they will be able to select which vendors can submit information for the newly create quote. There will be a list of vendors with a checkbox next to each, once you select every vendor that you want to be able to receive a quote from then just click on submit and it will send an automatic email to each vendor letting them know a new quote is available to fill out. It will also send the vendor login information to the vendor so they know how and where to go to fill out the quote. 

Edit Quote Form: 
Admin will be able to edit any of the quote forms and update any information, you will also be able to close the quote request so that no one can enter any more information. 

Open Quotes Past Deadline: 
Admin will be able to open past quotes that have been closed.

Export Quoted Information: 
Once a quote is close, admin will be able to export all the information submitted by every vendor for that quote to an excel file. The data will be automatically formatted for your convience. 

Vendor Area: 
When an administrator fills out a new quote form an email will go to each vendor the administrator selected with a website link and the vendors login information. 

Vendor Login: 
Normal login form

Vendor Quote Form submission: 
The vendor will be able to fill out a form with information specified from the administrator(who created the specific quote form), usually information filled out by the vendor will be Item #, Quantity, Quote #, Unit Price, List Total, Revision, and a Notes or Description field. 

FTP Uploader 
Allow the admin to upload multiple files at one time which then show up on the vendor quote  form for the vendors to look at. (note: I've used Jumploader in the past to do this but you can use whatever programming you want to use in order to do this)

Additional Export Option 
You will be able to export a specific row of information instead of all the vendor information

NOTE: I'VE SEEN SOME RECENT APPLICATIONS AND I THINK THERE IS SOME CONFUSION ON THE FTP UPLOADER PORTION, I WAS SAYING I DON'T MIND IF WE USE JUMPLOADER, WE DO NOT NEED TO CREATE OUR OWN UNLESS YOU HAVE ONE AND IT CAN BE DONE AS CHEAP.  i SEE SOME QUOTES FOR 200 + HOURS AND WE REALISTICALLY CANNOT AFFORD THAT.  I JUST WANTED EVERYONE TO BE AWARE.
