We have signed contracts with providers of third party desktop applications, which send files from their users' desktops to our web servers. We process these files. The users are then able to look up the results of the processing on our web servers. The third party applications run on Windows XP or Vista, or MacOS X 10.3 or later.  

We need to provide these third party applications with a desktop library that they can use to upload their files to our web servers, and, on the web side, parse the content (a tightly defined .INI file) into our database. 

As a note, for the web side we already have clean, working server code which parses and stores from one encoding - we need to generalize it to other encodings and make it more fault-tolerant. The parsing work required is not extensive. On the other hand, the web upload app needs some admin pages.

We expect the code to be clean and well documented, and to follow our coding guidelines. We are ready to make incremental payments per milestone, roughly on a weeky basis.

You need to be able to develop and test on the apropriate desktop platforms. If you do not feel that you are able to do the whole web app, but feel very at ease on the desktop side of the development effort, feel free to apply for the job  - we will discuss alternatives if we really like your profile.
