I need a web developer to be able to modify a website template that I already have for a site.  The purpose of this website is to have a classified section just like (http://www.craigslist.com), where users can come in and post items.  Initially this site will have only United States as the country, with all the states divided by different regions but eventually, I would like to add all locations in the world.  I need him to create the following for the website:

Initially, I like to start of the website with free registration, but this site should have the ability for administrator to configure pricing for the site, where monthly registration fee for the site is for example $20.00 a month, and only after paying this fee users can have an account, but initially the account registration should be free. 

Member Page:

• Serves as a registration page (if user doesn't have an account already)
•  If they do have an account has the ability to change the password by sending an password to the email address originally used when registration was completed.
• Also, the registration page takes user's home location, so that the next time they login from the same computer their home state is cached and that they don't have to browse to the home state.
• I would like to have an account and content approval process.  This process entails that the account of any user is not authorized until approved by an administrator (this means - once the account registration completes, an administrator for the site is emailed confirming this as well as the user)
• Additionally, I would like to have a content approval process where anything that users post generates an email address to administrator notifying of an update and that content doesn't get posted to the site until an administrator approves it. 
• I would also like to have a section for community calendar for every state in United States.  It should also be visible at every page of the state.  Only certain members should have access to post items to the community calendar and every time a new event is posted to the calendar, administrator for the site is notified via email. 

• Users should have the ability to post items that they want to sell, and should have the ability to upload at least 3 pictures of the item. 
• Users email should never be displayed at the post, but if someone is interested they can click on an icon reply and email the person advertising the item for sale. 
•  There should also be a search feature where users are able to search for certain keywords for an item in sale (Just like this site:  http://www.craigslist.com).

•  There should be a section for people who are interested in getting married. 
•  They should be able to post information on this site, and like the classified section this should not display the email of the person posting the ad but only have a reply section. 
•  This section should only be available to registered paying users.
