Jay is a an excellent programmer and understood the complex concepts of my project.  However, I was a little upset when he subcontracted my job out to someone else and  then I think did a poor job of managing him - and thus this project got away from him.  Between him and the subcontractor, deadlines were never met.  Code that was delivered almost worked, but always was very buggy.  Layout was a struggle.  Then after falling behind, the project began in fits and starts and has led to a number of issues of site being half done and many more deadlines being missed.  Although I personally like Jay, I feel in the end even with the cheap hourly rate, I I have overpaid... like not all those hours charged were very productive.  In the future, if I was to work with Jay again, I would only hire him to "pay to play."  That is, only pay him after delivering pieces of the project.  Let me say that I am sure my own inexperience in managing a web development team caused us some delay, but not the kind of delays I have experienced... from 12 weeks to 24.
