The Inspectors should be allowed to fill up the inspection reports in an offline way, for this inspectors would be given a facility where in they can carry all the inspection reports in a HTA format to the actual site, perform the physical inspection and fill up the inspection report in the HTA format and then save it as XML file while they are not connected to the internet and then later on when they are online (internet access is available) they could submit those inspection reports (XML) using the ASI website.
