Is 5-star feedback meaningless?

I recently gave a contractor an honest 4.25 overall feedback, and I was politely asked to bump it up to 5.00. The rating system is so inflated that it has lost all its value. I find it hard to believe that 98% of all oDesk users (clients AND contractors!) are really all that exceptional.
My conclusion to this is that I must not permit myself to look at applicants' feedback score.

Let's see if I can remember the alt-texts of the 1..5 stars:
1 star = poor
2 stars = weak
3 stars = good
4 stars = excellent
5 stars = exceptional
Thus, if I am satisfied with a job properly done, then 3 stars should be given. If the contractor has surprised me in some way, 4 stars are meant to be earned. 5 stars should only be given to a contractor if the project (or some aspect of it) blows me out of the water.
- Exceptional communication means I can always reach the contractor. I certainly don't expect or demand this! Skype on my smartphone is online 18 hours/day, 7 days per week, so contractors can "always" reach me if they need to.
- Exceptional code quality means not being able to find a single bug despite my most rigorous software testing.
I'd love to hear feedback on this from other users - both clients and contractors.
