"Milestone Payments" are not what I was told.

I like to give my employees an advance to motivate them to get started. I was told I could do this if I made it a "milestone payment" and stated it was to pay hourly and not a bonus. Now I am told that is not the case. oDesk should take responsibility for what their customer service says.
