I love vagrant and chef and I'm power user on both. But my main problem is: I love Windows.
The current Ruby state of affairs makes it hard to me to manage chef projects where I simply don't want to keep track of a recipe's dependencies. For those, I believe that Berkshelf and/or Librarian are better, as they manage my recipe's dependencies and their transitive dependencies.
