The purpose of the research paper is to allow the writer to demonstrate the ability to integrate Public Administration concepts and models in the analysis of some current political economy issue and present them in a PhD level paper appropriate for publication. This means use of excellent grammar and proper APA formatted citations of all source materials.
The writer is expected to utilize the conceptual framework developed in this class to analyze an area of public policy centered on Economic Development and the potential benefit of consolidating each local and/or regional Economic Development effort to a Statewide single unified effort. Therefore, the paper should link to, and explicitly reflect, the conceptual framework developed in Public Administration policy. This is important, and papers which do not reflect the conceptual framework found within the class readings and discussion forums will be penalized. (In other words, develop your analysis of some current political-economy issue using the language and models discussed in the course, thus providing evidence of mastery of the concepts.)
Length of research papers should be a MINIMUM of fifteen pages not including appended charts, or other material, and reference lists. Papers should be typed and double-spaced with font approximating Times New Roman 12. The research paper will be due November 18, 2013 no later than 10:00 A.M.
Research papers must conform to either the Publication Manual of the American Psychological Association (5th or later edition), or the Style Manual for Political Science (Revised August 2006 APSA Committee on Publications, or later edition.) This is an important requirement; don't overlook it . (By the way, I don't see how you can comply with these style manual requirements unless you have access to one of these manuals...., don't "wing it"...., avoid problems, get a copy and know what you are doing.......! I don't recommend simply using a web site summary for professional work.) There are specific rules for citing references in a research paper and displaying references in the reference list. All graduate students should be aware of these rules and be able to use them correctly.

Writers are expected to be able to recognize plagiarism. . If you directly quote or paraphrase someone else's work you should cite that source.
Most often, writers do correctly cite the sources for directly quoted materials used in a manuscript. However, one particularly difficult plagiarism issue for writers typically occurs when they paraphrase material taken from other sources. When you paraphase material from another source, YOU MUST GIVE THE SOURCE OF THAT INFORMATION by properly citing the reference in the body of your paper and including the source in the reference list as required. Note that this includes information taken from technical documents produced by government agencies or other reports. Information from personal communications should also be cited in the body of the paper but not included in the reference list.
Properly citing and referencing source materials is doubly important for social science research since not only must credit be given to the original author, practitioners and other users of your technical writing may need to locate the source document or informant for additional research. It is best to err on the conservative side (within reason, more citations rather than less) when writing a social science research paper. In general, I would expect at least one source citation in each paragraph of a master's level research paper except for the abstract and the conclusions sections. If material is paraphrased from more than one author in a paragraph, these, too, should be properly cited.
Another problem occurs for many writers is when they are writing social science research papers that relate to experience they have personally had in current or past employment. Generally, writers of research papers should either cite external sources (reports, studies, manuals, etc) or if such is not the source, at least explain that the special knowledge reported arises from personal experience on the job, if that is the case. Unless you are doing original research (which you will be not) the reader should know where the information is derived and have its source clearly cited in the APA format.
