Design work needed to make my idea...better!

We have an idea that has been put into Powerpoint, but I would like to turn it into a mini-magazine type paper. It is 17 pages of mainly pictures and very little words. I want someone to make it INTERESTING for me.
Here is the background:
We are a restoration construction company that does insurance repairs. We are trying to get plumbers to refer our company when they go to a plumbing job and see water damage in a home. What this paper will tell them is they don't always have to wait until they find a huge job with water all over the floor in multiple rooms before they call us. Sometimes water can be under tile or hardwood floors or behind cabinets and they might not know it's there. We want them to call us and let us find out if there really is damage or not.
The Powerpoint attachment has pictures and is put together in a way that tells exactly what I am looking to say...It just looks boring. And I want someone to take this same concept and put it into a format that I can take to a printer and have it looking like a nice, glossy mini-magazine. I would prefer it to be in Microsoft Publisher so I can open it and make changes if I want to, but I am open to it being in other formats. I have attached the pdf of the job, as it is now. Since this work was done for another company and not mine, you will have to change the logo and company info to what I give you. I have permission to use this and change it anyway I want to.
I have another pdf attachment called Contents Solutions that is laid out something like what I am looking for. I will upload all of these, if oDesk will let me. They are all large size files. If not, I may have to upload them to dropbox and let you get the files from there.
I would like to pay by the hour, as this will be my second attempt to offer this job on oDesk. The previous contractor billed me but never sent me anything in return. I had to pay the bill because I didn't catch what happened until two weeks later, and that was too late. My first job I posted on oDesk is still going on, but I am pleased with the contractor's work and I have paid him on time every week. I really do like how oDesk works. It's cool to see the screenshots of what you guys (and ladies) with talent can do.
