Joomla Expert to develop simple support/ticketing for existing site

I'm in need of a Joomla developer to extend my current website by adding a new feature to it. It involves creating user accounts, creating tickets, and auto emailing notifications (no need for responding by email, outbound only). My vision is to create something very simple at first to ensure it is working and useful, then we can expand to a phase 2 if needed.
