Marketing of established but neglected website

I have a 7 or 8 year old website and business for UK farming and smallholding, for selling livestock, farm machinery etc. When the website was first set up in 2004/2005 it was heavily marketed and advertised. Over the last few years I have marketed the site every now and then but not steadily.
I am now looking to steadily promote this website. I have a list of around 50 to 60 keywords to target. I am looking for someone to build good quality links from various sources over time. And by that I mean over the next several months.
I do NOT want any onsite work so do not even mention this or your application will just be deleted.
This job is purely for OFFSITE work only. Links built should be diverse and steady. Looking for say around 50 to 60 good quality links building a week - maybe concentrating on one or two keywords a week. This is a long ongoing project. You are looking at around 4 or 5 hours a week. Depending on your hourly rate we could look at doubling this.
But if results are not seen any contract will be terminated.
I understand it takes a while for changes in search engine placement to be seen, so I need weekly reports on what you have done.

I do not mind if you use software to build good proper backlinks but do not do crappy Paul and Angela type links, pointless blog comments on posts with hundreds of spam comments.
For the next couple of months I am not really able to provide any content for wiki links, articles, press releases etc but can point you in the direction of other sites you can find ideas for content and articles. If any articles are to be written they must be in very good English and make absolute sense and not just be crap PLR articles for getting backlinks.
I want quality, not just quantity.
The website is http://www.gofarmer.com (I also have www.gofarmer.co.uk). It is a complicated site with members area, admin area, search facilities and ways to add new adverts.
In your job application please let me know other websites you have worked on and details of how you increased their SERPS and traffic.
Would rather work with an individual than an agency. Most agencies on odesk employ people that do not have any skills.
