Wordpress Plugin Development - Unique Publish Date

We have got a complete plugin brief for the second round interview stage but really need developers who know how to code plugins.
The extension is very basic in functionality and creates a unique date field for each post that is created and has options for this date to be automatically updated on the page template side bar.
As we have basic development skills the difficulty we can see is:
- As the date will automatically be updated uniquely for each post, a CRON Job will probably need to be used. We prefer if this is not required, as a lot of website admins would not understand how to turn on CRON jobs
(NOTE: This might be as easy as emailing the host)
- The other issue with that we need to add another <?php the_time('F jS, Y') ?> which will pull the original post dates and then create it's own data set from this. However, we cannot find a way to do this without customizing the template code on every website install.
This is not negotiable - the system must be a plug and play - where the web admin installs the plugin and it works perfectly.
If you can express your experience in working around this or have a solution, the priority for your application will definitely be improved.
This should be an easy task for Wordpress plugin developers who have had this issue in the past and have found a solution.
