Set Up Moodle Site

I am supposed to start teaching an online training program on...Monday. It was supposed to be set up with Moodle. I have an existing website, hosted by hostgator which has an easy Moodle set-up through fantastico. What we need Moodle to do is:
~ Personalize it a little bit - with our name and logo if possible?
~ Allow students to take 16 week class, new lesson each week
~ Lesson will involve written content posted; video and/or podcast (will need help to determine how/where video/podcast are posted)
~ Forum for students to answer topic question and comment to one another in
~ Quizzes established
~ Ability to take midterm and final exam
~ Paper turned in
~ If possible, automatic grading calculation? 20% of grade from forum participation, 10% quizzes; 10% midterm; 20% final; 20% paper; 20% from work outside of class that teacher enters grade fo
~ Show us how to upload future content, tests, forum questions, etc
I have used moodle as a student, but never as an instructor. We only have lesson one ready at this time, but want to learn how to post future ones ourselves. We are using hostgator as our webhost, and I understand fantastico allows for quick and easy installation of moodle through host-gator.
We only have a very small budget of $50. Is this something you could do and help us with? I don't know what a fair rate is, I just know what we have - we were recently hit very hard by Super-Storm Sandy and lost a lot of our business, had no power for over 2 months, and no income for several months due to the storm. So, if this is a low budget, please know it is not intended as an insult. Thank you.
