PHP Website Development Project

My company has a large and potentially complicated web design / web programming project that will involve several phases. I'm looking for an individual programmer / designer (or a very small team) to work with me on this project. I need someone who can start right away and devote considerable attention to the project immediately. If you perform well on this project, you will get the first call on all future projects.
My company hired a programmer on another freelancer website to build a website and web platform for a new product / service that my company is going to begin offering. After a couple months, the programmer stopped responding to email or calls and now we're left with the work that he did before skipping out. In essence, his work is a mess.
His design is nice and we intend to keep it, but he did not use any type of scalable PHP framework (CakePHP, Zend, Symfony, etc). Rather, the entire site is a bunch of php files simply linked to each other. This is probably fine for the front of the site, but not for the member's area or any of the parts of the site that need to be secured.
Second, he did not create any sort of administrative back end that could be used to control user accounts or anything like that.

This is the project:
1. Create / migrate our existing website to a php framework (of your choosing). You can build the entire site from the ground up if you like, or you can migrate what we already have to the framework. We would like the existing design to be preserved and essentially used as a template.
2. Create some sort of administrative backend with basic functionality (add/delete users). Doesn't have to be much, just something to control accounts.
3. Create / integrate the components of the website that have not yet been created (primarily the XML integration with our third party partner). Please see the attached document.
The third part of this project is obviously vague. Once you express your interest and we have a chance to review your past work, we will contact you to set up a time to discuss the project in greater detail. However, PLEASE provide at least a ballpark figure of what you will charge for this project. You will always have a chance to update it, but we need to determine whether we are even in the same vicinity in terms of cost.
We are on a time crunch. We need a programmer who can complete this project in a timely manner. You MUST be able to provide updates everyday or every other day. If you've run into a problem and it is taking time, that's fine, but you MUST tell us. If you go silent for any prolonged period, you will lose the project.
