Non_Profit Military Program Seeking Membership Database / Personnel System for members

Love the straight forward communication. So to give you a general idea, I am myself an IT administrator, just a Cisco guy, but I am on the board for this Non-profit, United States Rangers, that helps kids and adults who are at risk and want to enjoy cadeting.
What we are seeking is more of a Personnel Management Database program, called RANGERTRAK. RANGERTRAK serves as a single online conduit for all enrollments, promotions, community service tracking and much more. We also have online resources for the tracking of prospective members, Annual Training processing and other areas of program management at the unit and national levels. We want an innovative, data program which will assist unit commanders and their staff in maintaining information on their members. Additionally, this information is then available is real-time to higher echelons for their needs.
So important that we have server/client connections and/or web format.
We are looking for something where:
We can package this to authorized users, and we can host this from a central source aka server. We would like to be able to assign users, and permissions from a central location at ease.
To understand the workflow of data entry:
General Ideas We would like menus for cadets/staff(unit leaders)/administrators to see as modules:
Personnel Records -> Incl. Awards, Health information, Background check pass, recruiting info, and status, Unit information, Commander, picture, and contact information. Searchable by Unit commands and headquarters. Modifiable by both, and reports on these in view able/printer format.
Staff Contacts and Unit Information-> We want to be listed with contact information, and to search under. Editable by headquarters staff only. They should be setup with main unit information, commander contact, and staff leading the units.
Modules we would like to see also:
Training Request Form - for units or staff to enter.
Volunteer Service Hours Module/Input - for our staff to enter to account for hours. Reports are important.
Calendar Module - Scheduling events and notifications (unit level and national level)
Contact/Insurance Information - For all staff
We receive applications, similar to a military DD201 file, that lists solider/cadet personal information. This is usually received by unit commanders (they will need access too to modify and or enter them for approval by us. ) We need to try and get as much information off their records, and only allow need for access permissions.
For the most part, these are ideas throwing out. The army cadets have a similar program and I have a screen shot of their main window.
