I need a linux centos based server that on request connects to rtmp stream and converts that streams to jpeg images raw or base64 encoded ( run time options encode on/off switch, image size, image quality, ) . the image will be fetched and sent @5 fps to 10fps . ( jpeg or png)
rtmp will streams will be live not recorded on Adobe Media Server ,

If already another user has made request to same rtmp stream then dont make rtmp connection instead return the images on every call.
when user connection is lost it should stop capturing the rtmp feed to convert to http png or jpeg images.
Should support large number of concurrenct connections and feeds without crashing or memory leaks
there are some things which might be looked at to get some help
will need full instruction to install on centos with minimal dependence.
some kind of similar experience will be required and before full payment a functional object code will be required you can hardcode a stream name in the object code for provide it to me for testing.
