Turn a 2D Drawing to a 3D Model For 3D Printing

This is a basic 2D shape that is made up of lines.
The shape needs to be made into a 3D model, and the lines need to become 0.4mm openings.
It's a very small project and straightforward. A basic modification.
Basically I'm trying to make the inverse of the following object, which is made for wood and designed to by cut, in my case I want the lines to be empty space and printing to fill the other space left out
