Tracking top contributers in a ruby on rails web application

In our rails application we enable users to submit multiple types of feedback in a project. We want to track top contributors. We will do this by the following user story:
User creates their first piece of feedback in a project, a noty message in the right hand corner pops up letting them know that they are a top contributor in the project. Then right away a second noty message pops up in the upper right hand side saying that to maintain top contributor status they are required to submit a piece of feedback at least once per week on this project. After a weeks time an email should go out to them saying here are some discussion topics to contribute more content about so that you maintain your top contributor status.
Your tasks would be as follows:
- Implement logic for when a user has created their first piece of feedback in a project to trigger the two noty messages.
- 1 week after creating their first piece of feedback send the email with the content described above. Discussion topics are a relationship that’s part of each project already.
Please include what your approach would be to implementing this addition.
You must be familiar with ruby and rails development. Must be familiar with either cucumber and/or rspec testing frameworks as we require tests to be created to prove that the features work.
This is a small project that will help us get this needed functionality into our web application. This project is also a way for us to build a relationship for future work with the accepted candidate. This will get you familiar with our web application and open up the way for future ongoing work with us.
Background on us:
We are a start up that's building tools for information organization, feedback, and collaboration in the enterprise.
We're using rails 3.2 and jquery. Couchdb is the database that we're using.
Upon acceptance of the project we require an IP agreement be electronically signed.
