Small web application -- graphic design not important

Need a developer with experience building web-apps in any technology/framework they are comfortable with (PHP/ASP+SQL, CakePHP, RoR, Django, Zend etc.), to create a quick prototype effectively (please see the mockup image attached and mention in your reply how you would prefer to approach the design).
As this is the initial stage, graphic work is not a priority but AJAX (jQuery etc) will of course be useful for creative flair. Experience with Facebook API is also favorable.
This site is to allow people to discuss specific books. Essentially, a user comes on to look for titles to discuss with others, and saves some in a sort of bookmark bar at the top of the site for easy return access.
Here is an outline of the tasks:
-The top panel contains a (facebook) login, and lists the users 'saved titles'. Clicking on a title selects opens its (facebook) discussion in the bottom panel.
-The middle panel consists an (autocomplete) search field and a location selection (initially preset, but later autodetect), and a 'discovery cloud' of clickable titles (likely organised in categories) < I am very open to ideas on this section, as it should not look too static
-The bottom panel is a placeholder for the (facebook) discussion. The 'faceroll' is basically a display of users' profile pictures who have saved the title, preferably in the order that they have subscribed- but this part is least important at this stage.
