GIS expert developer to build heatmapping prototype

Goal: To get user-defined mapping system working, to show proof of concept, maps need to render fast. Evaluate better technology options with Java, TileMile, new servers, or some other technology, so that the maps render fast.
Use case: User types in an address or Zip Code. And selects one variable from a list, presses a button (a Map It button), and map is rendered in real time by Block Group. Old technology at MNTs compared rendered the heatmaps by County, better and more intuitive way is to render by MSA, so this will take adding in a new column into the MySQL database online for MSA’s. Heatmaps must be user defined, and rendered on the fly.
Show why which is preferred based upon results and maybe even visual using Amazon Cloud or some other service like http://www.wwetac.us/ Mapping technology must be scalable and fast rendering.
Attached is a sample database to get started, a rough UI for the maps in PowerPoint, and a rough requirements doc that I wrote. Mostly we have to have a working demo of old data ASAP. Latter we can add other webpages. Start with just the SF Bay area MSA or the state of California. So the sample database (Excel) needs a new table for the MSA’s. All old stuff in Mapserver is not usable. So let’s just start out fresh.
