Website to put the needs of homeless people who have checked into a shelter on the website.
This is not a 1 day project. I have full spec's that exceed the character limit of this description.
PLEASE PUT A DATABASE DRIVEN WEBSITE THAT YOU BUILT IN YOUR FIRST CONTACT - SUBMISSIONS WITHOUT THIS WILL NOT BE CONSIDERED.
Also, someone put a bid of over $10,000, which throws the average bids on my project way off. I don't know to put this kindly, so please don't bid if you aren't serious about your bid. I've worked in i.t. for over 20 years, and have seen some amazing developers build great projects quickly, and with clean code, because they took pride in their work, and they looked down on sloppy coders.
I need this to be developed by someone who would be proud of their clean coding practices, with documentation within the code as a typical good programming practice, and organized. I used to be a programmer so I know what to look for with clean code. I'm looking for someone who realizes that their code is helping people who need it most, and what I'm trying to give these shelters to use is free to them, and it may get a lot of attention. When this goes live, whoever does this job may be the point of contact for all future growth and add-on's.

EZPUBLISH, Expression Engine, - These are only two of many CMS systems out there, and anyone considering doing this project needs to look at these systems, or propose another CMS system that you are comfortable building upon to meet all of the project specifications. This route allows you to deliver a solution much quicker, and stable enough to run with right away.

A quick overview -
A homeless shelter, or church, or other agency takes in a homeless person, and enters the clothing needs of that person. Those needs are totaled and published on the 1 website (all agencies total number of jeans would reflect 1 number on the primary website, as example). Shoes, work attire, etc. all listed.
An individual goes to the website, and see the clothing needs, and donates a pair of shoes. They "add to cart" their shoes, check out, and it emails the agency that is housing the individual that needs those shoes. A unique id is issued when the agency enters the person, and date / time stamped. First in, first out rule for clothing that is being donated.
When the agency receives the clothing, they enter in the unique id on the paper, and it pulls up the person who needs the clothing.
This is the basic premise of the project, but so much more involved than this. This project is to deliver this system free for all shelters, etc. to use in an attempt to assist those in need. Sql database design and website design is essential.
