Drupal Developer to Fix Performance, Security, Scalability Issues for site hosted on Acquia

Drupal developer to fix performance, security, and scalability issues for a nonprofit/academic literary website, ModernAmericanPoetry.org, currently on a test server hosted by Acquia. Several issues need to be resolved before site can be deployed to production. I am the project manager but a content manager and not a developer (the initial developer is unable to continue with the project), so will explain things the best that I can.
Recently, some content has not been displaying properly (not lost data but not displaying in all pages) and some pages are not loading. Very slow requests in general. This seems to be related to memory issues and unauthorized PHP requests (possibly to the production site as well as the test site). Not sure that caches are completely clearing. Some of these issues are longstanding and may be alleviated in part by Acquia through the Memcached module, but I have been unable to properly add the code to the .htaccess file. There may be general performance/security issues, with which I am less familiar, to be resolved as well.
I am looking for an individual with Drupal experience to diagnose and fix these issues in a timely manner and to clearly document issues for a non-specialist so that I can hopefully avoid some of these problems in the future. Since this is a nonprofit site, costs are a concern. Please include a rough estimate of hours needed to diagnose and fix the most obvious issues.
