    I am an experienced public/private-sector consultant for businesses seeking government work, serving as a proposal writer, technical writer, and project manager. I assist small businesses with doing business with government; serve as a contractor to large- and medium-size firms on procurement research and strategy; and I also work as a freelancer to senior and executive members of state agencies needing an independent evaluation or research component. My research -- particularly in the area of government procurement -- has led to a large database of state registration requirements which I am always building upon. I am subscribed to a bidding service. My specialty is in state and local; however, I will occasionally work on federal responses with the understanding that federal responses are traditionally longer. I do not qualify clients for GSA because of e-Offer requirements and the potential risk you face when hiring a contractor to do this for you. I can recommend an oDesk freelancer for detailed GSA work. There is no job too small for me a long as it is interesting! I am centrally located in Texas and have completed many projects in other states. TERMS & CONDITIONS I traditionally only accept hourly opportunities. While I am open to negotiating milestone projects, the risk requires higher rates and at least 80 % upfront. Requests for proposal work with a final deliverable within five days (for complex proposals) will be bid at a higher rate; please take this into consideration. PLEASE NOTE: I NO LONGER ACCEPT ANY JOBS THAT REQUIRE LESS THAN A 24 HOUR TURNAROUND UNLESS IT IS EDITING OR RED HAT ANALYSIS. Additional NOTES: 1. I want you to win and be successful. If you want to fight me the whole way, providing conflicting guidance, or are rude, I am not the contractor for you. 2. I have a work plan sequenced for your benefit. Additional calendar days spent above-and-beyond the work plan impacts my schedule and may not guarantee time to complete an A+ product. 3. I can work around your schedule and appreciate the same (I try not to work after 7pm, I sometimes will have multiple clients, and multiple content revisions impact the schedule). 4. Sometimes clients will provide prior work product they want incorporated into a project. This takes time for me to read and find the right place; if it's poorly written, distracting from the task at hand, this step takes longer. I have never received prior work product that did not require significant editing or where simply "cutting and pasting" was all that was needed. 5. Multiple content revisions result in increased project costs and vulnerability. I like to provide clients with plenty of time to carefully provide one update. 6. I am not comfortable with providing estimates on how long a proposal response will take. I can provide you with a ballpark but to truly analyze an RFP takes approximately 2-4 hours. Most RFPs read ok but many are very, very poorly written, and it takes time to figure out how to respond and keep you in compliance. Also, it is always the fine print and the last word of an RFP that takes the longest to solve; forms take time; explaining requirements takes time; phone calls take time; and helping clients prepare for distribution takes time. I am courteous with your time almost to a fault because I know how quickly proposal time can get away. 7. I am responsive. I am working at my desk literally all day. But I may be with another client and not able to stop mid-stream for e-mails or discussions. I promise to respond as soon as I can, usually within the hour (a quick Skype IM is always best). oDesk's timekeeper also has a flaw that keeps contractors from quickly going back and forth between clients. 8. Manual hours are always requested but rarely used. The purpose? Printing and reviewing RFP's, reviewing draft documents, etc. oDesk's timekeeper stops tracking time without key strokes, but I keep a separate timesheet for these purposes. 9. I assume that you know your "approach" and how to solve the problem statement presented in the RFP. You are the content expert -- I can advise you on what the RFP "wants" but in most cases, you will develop the content solution, or framework. Being a writer does not make me an overnight expert in your business you have so carefully built.  less

I enjoy working with Quick Books and had been so fond discovering new features to help ease out and make reports faster, as it is said that accounting reports should be timely, otherwise, information will no longer be relevant to users. I am an MS excel lover and loves to used nested formula as tools to create a clean and comprehensive report format which could even be used on the next reports and mostly for analysis. Learning is also continuous while doing reports. I have an analytical mind and could help you in preparing budget and forecasting, and other necessary analysis like accounts receivable and payable and ultimately, the preparation of the whole set of Financial Statements. Experience had been my greatest teacher and I practiced my learning and share it to all who needs help.  less
