I began learning web programming and markup in July 2009. This started off as just basic HTML, really no CSS or Javascript at that point. These days I design, program, and construct websites and web applications from the ground-up. Technologies I often utilize in projects are the basics: HTML, CSS, & Javascript, but also more advanced languages for better functionally such as PHP, MySQL, as well as some other server-level back end programs and languages. Linux is my development environment of choice, but Mac is a close second. If you're doing strictly web development on a Windows box, I would seriously advise you reconsider regardless of who you hire. A little about me as a person, I am currently a junior at James Madison University majoring in Media Arts and Design and minoring in Computer Science.
